If you held a leadership role in your organization’s decision to bid on the 2018 WorkBC procurement, we invite you to share your experience, whether or not you are an ASPECT member.
ASPECT has been asked by the Ministry of Social Development and Poverty Reduction to gather sector feedback on the 2018 process. At the time, several organizations, both large and small, rural and urban, identified barriers that affected their ability to participate fully. With another procurement cycle approaching, the Ministry is open to insights to help inform and strengthen its procurement planning.
We are engaging with Assistant Deputy Minister Karen Blackman and Scott Johnston, Executive Director of Strategic Partnerships, to provide a confidential, aggregated summary of themes raised by the sector. While the Ministry will make its own decisions, this is a meaningful opportunity for employment service providers to highlight challenges, flag unintended impacts, and offer constructive reflections based on lived experience.
We also want to acknowledge and thank the Ministry for its openness to hearing from the sector. Their collaborative approach reflects a shared commitment to making employment programming accessible to everyone, both the clients who rely on these services and the organizations that deliver them.
If you are not an ASPECT member, you may be missing out on some of the outcomes of the advocacy work we undertake on your behalf. Please consider joining us to stay informed and connected, regardless of funding source. Our goal is to break down the silos that funding streams sometimes create, when in practice, the sector works collectively to help people prepare for and find meaningful work.
The survey collects high-level, anonymous information and can be completed quickly. Individual responses will not be shared; ASPECT will only provide a consolidated report.
If you were involved in your organization’s 2018 procurement decision-making, please complete the survey by Monday, December 8, 2025, and feel free to share the request with others who held similar roles.
A sincere thank-you to our survey design volunteers—Londa Morris (Kootenay Employment Services), Alison Ireland (DiverseCity), Terry Deakin (INEO Employment Services), and Terry Igel (Bowman Employment Services)—for their contributions.
